I just moved and followed all the requirements including paying Parkchester to install wall-to-wall carpets. Now I have to deal with upstairs neighbor who evidently has no carpeting (at all) and a 9-yr old son. they make noises from morning until 1 am! often I don't have to have my alarm clock because I get awakened in the morning by them. I have to tap at my ceiling several times, particularly after 11 pm. why do they move their furniture so much??!! or drop something? I sent a letter to Parkchester North management but never even got a form letter acknowledging it, never mind addressing my complaint (I sent a certified letter, receipt requested so I am absolutely sure they received it). Meanhwile I suffer! To become a quality village, management should enforce its rules equitably to all!
