Is there anything I can do when I have loud neighbors? They always play music at night until 3am. They are loud plus they stomp the floor and since I live downstairs I can hear everything. Plus I believe that the guy that lives upstairs is not the one paying the rent. He doesn't work, he is home all the time and he seems like a 20 year old. He sometimes brings his friends over and it's just crazy. I cannot have a good night sleep. Worse he also screams all the time.
