Your post was done back in 2009, but I will take the time out to respond with the easiest answer of all concerning Parkchester Security: They are NEVER around.

Oh but they will be around to harass innocent, quiet, tenants that don't ever cause any trouble. Let it also be known that their "violations rules" don't make any sense either. Everything is totally screwed up about the apt complex. Read my username, it describes me perfectly =). I'll be the happiest woman on the planet when I jet out of here.
