Did you ever write the letter and get help? Since the last post security has gone to the upstairs tenant's apartment 3 times. Each time the tenant did not answer the door. Conclusion is if the tenant doesn't open the door when security knocks then nothing happens. I've had to get a noise machine to help me sleep at night. If you are still having issues and not looking to switch apartments or break the lease I recommend getting one.

Another thing you should note: they write about violations, but even THEY don't know what violations are. Something to think about...

Well then this proves my point - Management and Security don't know how to do their jobs and don't do anything about the problems that exist anyway. I don't even bother writing to them or calling them anymore because they never help me out. But recently, they've been knocking on my door AND ringing the doorbell because of a stupid washing machine. They will harrass you about a machine, but when it concerns noise/noise reduction issues, they don't care.

Don't even bother. My solution to my own problem is that I'm moving out of Parkchester this year and I'm breaking the lease. This summer the move will happen.

I called the Management office twice and was told to call security to complain about the upstairs neighbor who is enjoying their hardwood floors and wants to hear no protesting because it only leads to more stomping and dropping heavier items on the floor. I called security 5 times and because nothing had changed I called back Management. The person I spoke with who you are supposed to speak with if you have a tenant issues said they saw no summons' made by security therefore I need to keep calling security. Since then I've called security once and was told that I need to call many times before anything can be done. If the letter works please post about it because if anyone expects security to fix the issue it ain't happening.

Write a letter to the Management office letting them know about the problem and denote the apartment # in your letter. Then its up to the Management office to send a letter (not send over Security!) to the tenants. Security shouldn't be there because the tenants aren't acting unruly (yet). Then its up to the management to follow up with the tenants, and if they still fail to get carpeting throughout the whole apartment, it is up to them to have the Security department issue the citation through direct mail. The only time Security should be coming over to visit apartments is if there is a violent / illegal (drugs, drug dealers) / unruly situation happening.

If they still fail to get carpeting, then Management has the right to take further action, not by harassing them with Security officers, but by threatening to evict them (or some other threat), but eviction is the most popular threat of them all.

I would like to know who I speak to in regards to enforcing the carpet/area rugs rule in the apartments. I have the noisiest neighbors. I have woken up from my sleep because of the stomping and heavy walking in the apartment above me.
